The client asks for Brotli, and the resource can only gzip. F7 finds no coding in common, but identity, meaning no encoding at all, is acceptable unless the client refuses it (RFC 9110 §12.5.3), so the body goes out unencoded with a 200. Only an Accept-Encoding that also said identity;q=0 would turn this into a 406.
