The client will take only application/xml, and the resource makes only text/html or application/json. With fallback_on_unacceptable on, C4 picks the first type offered, text/html, instead of refusing with 406. RFC 9110 §12.1 allows a server to send something the client did not ask for rather than nothing, and most real servers do.
