This resource requires conditional writes, and the PUT arrives with neither If-Match nor If-Unmodified-Since. G7b catches the missing condition and answers 428, which RFC 6585 §3 provides so that two clients cannot overwrite each other's changes unseen. Add If-Match: "v7" and the same PUT goes through.
